Question #1:
Assuming you are casting a batch of rituals, are you limited to 1 true empowerment per batch?

Example: If you are doing a batch of 4 rituals, can you true empower all 4 rituals (for an 8 ritual effect item), or are you limited to one true empowerment effect for all 4 rituals (5 ritual effect item)?

What happens if you cast two "batches" of rituals on a single item, can you then have 2 true empowerment effects (1 for each batch)?

Question #2:
I understand that a true empowerment effect counts towards the total number of rituals an item can have (20). Does the true empowerment effect count towards the total number of rituals being extended if you are casting a preserve/perm?

Per the clarification on empowerments a couple years ago, you can only ever have one empowerment on an item at any given time, even including the temporary ones.

To answer your specific questions:
1: You can only true empower one of the rituals, even if you split it into several batches with several extenders.
2: The True Empowerment's lasting effect is a Flaw that lasts for the duration of the item. As long as there is a magical effect on the item (even an Enchant or other times/ever effect), the Flaw will remain. Given that, and considering the flaw is not actually a ritual cast as part of the batch, I'd argue that you do not need to consider that effect when calculating extenders.
