PASS Approve 2.1 Packet for Beta Period

Summary: This vote allows for the 2.1 Packet to be utilized by chapters as they see fit for the Beta period of our rules update (April - August at this time). This period is intended to gather feedback on utilizing these rules changes within live play scenarios.

To utilize the packet in part or in whole within a live game scenario a team only needs to announce before a game, or before a specific mod, which parts of the packet will be active for which periods.

Below is a list of some of the changes that ARC has put work into since the Alpha packet release. Many of these were inspired, at least in part, by feedback from the Alpha survey. This is merely the highlights and not, by any means, an exhaustive list.
  • Modified Biata racial disadvantage
  • Replaced dryad herbal lore benefit with alchemy, removed restriction on higher point armor from dryads
  • Replaced craftsman benefit with educated for sylvanborn
  • Updated game abilities list
  • Changed meditate text to include signature spell info as well as no effect changes
  • Various skill prereq, name, & cost changes
  • Modified Reduced Secondary School cost concept to better adhere to the existing cross class tax rate
  • Reworked how base production works with crafting skills work
  • Changed workshop bonus
  • Added and changed pricing on several adventuring equipment items
  • Removed melee requirement from daily rogue skills
  • Removed body effect restriction from united blow when used with ranged weapons
  • Added “base” abilities to each crafting skill
  • Removed unlimited mettle use from indomitable will
  • Updated defensive skill descriptions to work with new delivery/qualifier system
  • Removed Merchant turn in limit to stay inline with existing skill
  • Updated Two weapon to allow for limited use of long weapons
  • Reworked deliveries & qualifiers
  • Removed carriers to allow for now weapon based damage delivered effects
  • Altered call order to <Qualifier> <Number> <Effect> to allow for consistency across the game
  • Made changes to effects to integrate with the qualifier/delivery changes
  • Added new effects, changed spell level and/or description of some existing effects
  • Added clarifications on how channeling and magic items integrate with qualifier & delivery update
  • Reworked and expanded section on how to use adventuring equipment items
  • Updated, added, reworked, recosted, reprereqqed various crafting abilities
  • Reverted Talismans to scrolls
  • Reworked alpha ritual system
  • Rewrote high magic and ritual casting sections of ARB to integrate updated ritual system
  • Added several outstanding ritual changes
  • Added additional Superior Equipment options

Synopsis of conversations:
There were questions about the efficieny in utilization of some of the changes, but the bulk of the conversation centered around the changes to merchant. The removal of the turn in cap generated a significant conversation surrounding IG economics, OOG costs of running the game, utilization of production/crafting, utilization of crafting materials, lifestyle utilization, and the value/lack of value of asset tags. Differing options were also presented throughout. While that conversation remains open ended, it has been the focus of the conversations around this packet.


SEPARATE BUT IMPORTANT NOTES!
1. A chapter may allow for any modifications to characters as necessary to test during this time frame, however as the alternative rules are not fully approved for standard play at this time, any items crafted, ritually created, made through other means, or gained during a time which is utilizing the playtest rules **must** be marked as a playtest item, and cannot be brought back into a standard 2.0 game. Should the item exist still at the point when 2.1 is approved fully as a standardized ruleset, these tags will just need to be approved to be brought back into play by the issuing chapter.

2. A chapter should decide and announce before utilizing the beta packet in a live scenario (game, day, or mod) whether or not to count deaths within the CMA. This does not modify the adjudication policies already present - if deaths will be tracked, and rules were not followed correctly the chapter may still adjudicate the death where appropriate.
