Choosing a Circle Upon Resurrection

I've asked a number of people but have gotten a wide array of responses. Hoping the ARC can clarify the following:

Can a player make the decision to resurrect in a different chapter? (Character X dies in Chapter A, however Player A wants to resurrect in Chapter B)

Based off of the RAW, it seems that this is acceptable:
ARB - Page 91 said:
The spirit will normally go to the closest
Greater Earth Circle of Power to resurrect. A
spirit can choose to go to a different Circle than
the closest one if the closest Circle is hostile,
but the character, once resurrected, will not be
aware of this decision.

“Hostility” is defined by the resurrecting
player and can include enemies in town, enemies
in the guild, or enemies inside and outside
the Circle.
As the spirit approaches the
Circle, it can change its mind. A seemingly safe
Circle can later be judged hostile if, for instance,
the spirit sees enemies in the area. The spirit
could then move on to the next closest Greater
Earth Circle.

As "hostility" is defined by the player on an OOG level, this seems to be acceptable, however could be a problem logistically.

Follow-Up Questions:

1) If this is indeed the case, who handles the logistics? Does Player A pull from the bag of chance in Chapter A (to ensure that they do not permanently die), and then Chapter A emails Chapter B that Character X has successfully pulled from the bag, but has not resurrected yet?

2) Can Chapter B require Player A to NPC or stay out of game for X hours to include travel time, even though there may have been a substantial amount of time between Chapter A's event and Chapter B's event?

ARB - Page 92 said:
You may be required to stay out-of-game
to represent the amount of time it would take
for your spirit to travel to the next closest
Greater Earth Circle and for your body to then
travel back.

This is something that should be determined between the Plot and Logistics teams of the two chapters involved. Please keep in mind that a character doing so should not generally expect to return to game that same weekend (or possibly much longer). So long as the death is properly recorded in your character's home chapter, the location of the draw is not significant on a National level.

As per the Spirit Walk scroll, if this is something that can be planned ahead of time, we encourage you to do so.
