Controlled Spirit Store and Investitures

This issue was brought up in this thread, and my thoughts on the rules are stated therein. As a brief summary, the following sentence is from the scroll text for Investiture/Divestiture.
Only a spirit in a body or an animated form (such as a Construct) can use the circles[sic] inherent powers.
The issue is that as an outgrowth of that statement, it seems likely that by the rules as written a person who is bottled via CSS and does not have their bottle on their person is unable to in any way make use of any Investiture, up to and including getting into a Ward or Circle they are invested in and their bottle is kept in. Does ARC concur that this is the manner these rules interact in?
 
Investiture is a Spirit-based effect. As such, as with any other Spirit-based effect in conjunction with CSS, any powers granted by Investiture (entering/leaving a Circle or Ward, starting a Resurrection or Identification, etc.) can only be utilized by a CSS character in contact with their bottle.
