Create Scroll / Create Potion

In the Table on page 51 of the ARB, the prerequisite for Create Scroll and Create Potion is "Celestial Spell Slot" and "Earth Spell Slot", respectively; on page 58 of the ARB, where these two skills are explained in detail, it says, "the character must have access to the spell in a spell book but does not have to be able to actually cast the spell."

¿Was the intention that in order to use these skills the Character needed at least a First level spell in either Celestial or Earth or that they merely have access to the proper spell in a Spellbook? That is, ¿could a character without Read Magic or Healing Arts make Scrolls or Potions, respectively?

The two sections refer to different things.

You need to have a Spell Slot of the appropriate school to purchase any levels of Create Scroll and/or Create Potion.

You must have access to a Spell Book with a copy of the spell you are making a scroll or potion out of at Logistics to craft your items (in the same way an Alchemist must have an Alchemy recipe at the time of creation), but may create a scroll or potion even if they do not have the appropriate Spell Slot to actually memorize and cast the spell.
