Can you please let me know what the parameters of the BGA are? I presume that I cannot send a letter as the shard just opened from the mysts as a character that isn't housed in Wisconsin. But, if I want to create a character to be housed in Wisconsin I could send a letter. If you could clarify that would be appreciated.

The Kingdom of Bastion is in fact accessible through the mists at this time, so characters not originally from Bastion are free to send letters or visit in person if they wish. Just indicate who you wish to meet with, what you wish to speak with them about, and any other information that you think the plot team should know.
