Just to make explicit - the statement "all rituals abide by the flaw's restriction" is not intended to act as a suppression of the ritual effects, and be read as applying to qualities inherent to the object, is it? i.e. a Rendered sword with the flaw "not usable by elves" doesn't become Shatter-bait when carried by en elf, nor does a Permanent <any number of rituals> Longsword "only usable by character with Craftsman Other: Monkey Juggler" suddenly expire because a hobling without that skill happened to snag it on the way to opera

Depending on the level of clarification and discussion (and potential involvement of the Owners or other national staff, if needed) this may take time.

Magic items do not suddenly cease to be magic items (for the purposes of indestructibility and ritual duration) simply because its powers do not work for a specific individual due to Ritual Flaws on the item.

In addition, to clear up many unintended corner cases, please note that as per this ARC clarification rituals with a spirit-affecting component will not be affected by Choose Flaw manipulations which would otherwise turn the ritual's powers "on" or "off" under specific circumstances. This includes Spirit Link, Spirit Lock, Regenerate, Controlled Spirit Store, Spirit Store, Banish to Other Plane, Curse of Undeath, Item Recall, Reverse Life Force, or Transform rituals.
