The Development of Atupal - “Cosmetic RP” Town Building

Intent:
The Gavaria campaign has the PCs operating out of the Island of Atupal, and although NPCs may frequently visit, the only primary residents currently living on Atupal are PCs and those they invite. Players are encouraged to develop the chunk of land into a small town as they see fit to make it feel like home.

That said, the town building of Atupal is meant primarily as “Cosmetic” RP and worldbuilding. This is not a city simulator with firm mechanics or anything like that; it is essentially just a PC community-driven project for a bit of offscreen depth to the region. For all intents and purposes, the building and design of the town of Atupal will be entirely decided by any and all PCs with an interest in designing their own fantasy small town. It is the intent of the Plot Team that players can plan, build, and manage the island of Atupal on their own, with Plot needing to have little, if any, involvement in this process overall.

Player Inclusivity: Players are expected to work together inclusively in all aspects. The intent is to get the Adventuring community to come together fairly and collectively design, build, and maintain the town so as to provide an extra bit of autonomy, agency, and fun for those who may enjoy this type of project. Plot’s biggest concerns are PCs trying to make the town building into more than just a cosmetic thing or monopolizing the town building. We want to make sure that all players - including players that may not be in Gavaria often, may not have had an interest before, may not have supplies to contribute, or may be new players - all have a chance to participate at any time. All major decisions regarding town planning should be made in collaboration with and in agreement between a reasonable amount of the PC player base, or at least all PCs interested. No one is required to participate, and the cosmetic RP should not otherwise impede gameplay in any way.

Property in Atupal

There are two main types of Property in Atupal: “Common Property” and “Private Property.”

Common Property is the ordinary set dressing that fills out the background of a town. Streets, little ordinary houses, stables, average storefronts, etc. are all examples of Common Property. Players do not receive tags for Common Property and it is just assumed that these sorts of things are part of town as a whole. The player collective as a whole can decide how Common Property is set up in town, what they might look like, etc.

Private Property is the specific buildings and features that individual characters have purchased and possess for their own. A player will be given an asset tag for any Private Property that they obtain. Please keep in mind that Private Property does not generate a secondary IBGA; it is for in-game clout, roleplay, and opportunities only, at Plot’s discretion. Once purchased, the general player collective cannot force the player to sell their land, demolish their building, paint the walls a certain color, etc. The Plot Team may affect Private Property, at their discretion.

Materials and Costs: To keep things simple, players are going to be trusted on an honor system that all materials and labor used in Common Property are donated, collected, or paid for through in-game mods and IBGAs (preferably Upkeep IBGAs). The Writ of Funds donated to the community by Binks and ordinary materials that can be gathered from the island (within reason) can be considered starting resources for any Common Property developments. No one will be forced to pay in-game coin for Common Property. Private Property must still be purchased for its appropriate cost.

Generally speaking, business ventures will take place during IBGAs and will not generate in-game gold or items. Hirelings for these off screen business ventures will therefore also not generate in-game gold or items.

Additions to the town involving special or otherwise notable things that involve resources beyond what you could consider to be “common building materials” may require in-game action or dedicated IBGA actions. Things like magical wood that doesn’t burn, bioluminescent paint that glows in the dark lining the streets, a wizard tower made of carved obsidian, or a statue made of gold are all examples of town additions where Plot might require you to perform an in-game module or IBGA to obtain the necessary resources.

Town Layout

Attached is a general map of the overall Atupal landscape. The island is approximately 6x8 miles in total. Players are encouraged to collaborate on their own and create visual aids for what the town looks like! If you have Private Property, feel free to determine what it looks like.
