On page 25, the rulebook notes: "You cannot carry more packets in your hand than you have spells in memory, spells stored in magic items, or Alchemy and Tinkering tags you have on your person. However, you can carry as many packets in your pouches or pockets as you wish."
I imagine this used to include "arrow tags" which has been removed since arrows are no longer tagged. However, does this mean that archers cannot "cauliflower" their packets in their bow hand? In fact, does this mean that archers (or players with none of the listed skills at all) cannot hold packets at all?
