Backpacking on the other circle in circle ruling question.

Is the intention that if you are in the inner circle, you are not considered within the outer circle for effects that affect everything (or anyone) within the circle? Does this also count for being considered invested within the Circle? Can someone effectively trap another person within an inner circle by not recognizing them into their new outer circle?

This post is to inform you that your question is currently being discussed by the ARC and once some clarification has been made will be posted here. Depending on the level of clarification and discussion (and potential involvement of the Owners or other national staff, if needed) this may take time.
 
When one Circle surrounds another Circle, the inner barrier is comprised only of Circle 2's barrier (not a double-walled Circle 1 next to Circle 2 barrier). Perhaps some pictures will help illuminate the situation.

Legend:
Circle 1's wall: |
Circle 2's wall: X
Ground: .

Here is a cross section of the two circles, when looking at them from the side:

|..........X.........X..........|

The following is *incorrect*:

|.........|X.........X|.........|

This means that someone from the inner circle can step out into the outer circle, and someone from the outer circle can touch the inner circle without exiting their circle.
