No, that response refers to the Ritual of WOE effect only.
There are two separate effects defined in the rulebook: Fear and Terror. "Resist Fear" as a skill covers both Fear and Terror (as noted in its description), but Fear is very distinct from Terror in the Alliance Rulebook as an effect. "Resist Fear" is just the name of the skill; as with all skills, the full description must be read to determine how it works.
