Ritual Scrolls Traveling to other chapters

Question, say I'm playing a character in Southern Minnesota and I go into a cabin (Marshal present) to steal some things from another player. I see that on the bed, are 4 scrolls from Chicago. Can I steal those? Are those Ritual Scrolls in-game?

The rules say that you can't "use" them as in ritual cast them in another chapter, but are they "actually" there on the bed? Where in the books does it clarify, if so?

Ritual Scrolls exist in a middle area where they are not quite LCO tagged items and yet also not quite standard Restricted items (which can, in any event, always be refused by a chapter).

For improved clarity long term, ARC will work up a proposal to better deal with Ritual Scrolls being not quite in either category. At the moment, however, ARC is clarifying that Ritual Scrolls should not travel between chapters at all.
