Is the Alliance rule book fair game for character knowledge? If not, how can once such as myself gain the knowledge ligitemently in game?

Character knowledge is entirely up to you. However racial legends and history may not be known outside of that race, yet you could know basics.

If you don't use magic, you may decide your character doesn't know and you can find out ingame.

It's just personal preference and RP style and how you can explain it.
