Spell Parry vs Circle of Power

Since casting circle of power does not include a "packet attack", does Circle of Power have a "target"?

If circle of power has a target, what is it? Is it the live rep of the circle? Is it any point within the circle?

If circle of power does not have a target, can spell parry not affect its casting?
 
A Circle of Power does have a target; that target is the inscribed circle (or otherwise repped circle) as described in the Circle of Power spell on page 112.

In the Pacific NW, it's a requirement to touch the circle with a packet in order to cast the Circle; at least, it has always been played this way. Likewise, the ARB requires touching the circle in order to say "Circle down." This is further indication that the intent is that the target of the spell is the circle rep itself.

So, I would rule that someone could absolutely Spell Parry a CoP if they were within weapon length of the rep, sure.
