It is best to find such cards by asking around in game, generally speaking if you are having trouble finding a teacher card, asking one of the many npcs often in town is also a good way to subtly let plot know that you've been looking for a card.

Teacher cards/find skills is a great way to meet new folks in game and establish relationships/get involved, I wouldn't want anyone to miss out on such a chance!

usually asking someone in-game if they can teach you one or both of the skills you are looking for helps and if they can't they should be able to point you to the right person.
