I am certain that any of those that were present at the time of the Ruby Queen’s demise will concur that the circumstances were exceedingly beyond the ordinary. What was to be a luncheon for unity became a ruthless barrage of death.
After careful consideration, we - that is to say, your Ducal Council, your High Magistrates, and we of the Valoran - have determined that King Siegfried Grimlock is not to blame for the events that came to pass. Rejoice knowing that your King’s transgression was not premeditated, not made with malicious intent, and was simply the result of unfortunate circumstance, and know that his personal reputation has not been tarnished in our eyes.
However, premeditated or not, what was done was done, and it cannot be simply ignored. While the events of that day may have driven into existence by the combined actions of a shapeshifting assassin, mental distortions of a magical nature, and confusion in the dark, it was nonetheless your King’s hand that struck the blow that ended the Ruby Queen’s life, and some punishment must be meted for such a deed.
To that end, we have discussed at great length what is to be done, and though we Valoran are no longer bound to the Sapphire Kingdom’s rule, we recognize that we may be biased towards a more severe punishment when it comes to rendering judgement against your King. Similarly, your Ducal Council and High Magistrates admit that they are biased on the other side, as they hope for the King to receive as minimal punishment as possible. In the interest of fairness to King Grimlock and both our nations, we have elected to pursue a third, more equitable option:
Within the library of the Sapphire Kingdom rests a book known simply as the Tome of Judgement, a codex of verdicts and punishments from the days of the nation’s founding. It has not been used since those ancient times, and we admit that there are few that have ever bothered to read the majority of it. But, it is nonetheless the oldest legal precedent in crimes against the Sapphire Kingdom, and is thus the most impartial source of appropriately dire punishment.
As Wayside’s side of the bargain, you vow to be the judge in determining which of the punishments from the Tome of Judgement are to be administered, and as our side of the bargain, we vow to uphold and administer the chosen punishment. We place the severity of our aggression in the hands of the Tome and those that read its ancient words, though if no decision is reached by those tasked, King Grimlock shall be brought to Permanent Death. For your King’s sake, I hope the Tome of Judgement’s text is at least more merciful than the alternative.
The Tome of Judgement shall be delivered to your people tomorrow, on the evening of the 30th of the Tenth Month, and a verdict from the Tome must be determined upon our return on the early evening of the 1st of the Eleventh Month.
