My Name is Jarax and I should be in Crochevia within the next couple of weeks or so and I am looking to purchase alchemy of all kinds. I have heard rumors of needing an alchemy licence and wondering if anyone would be kind enough to give e more information about that.

To obtain an alchemy license, you have simply to head over to the Anagraph's office and purchase one. Any of the local residents of Crocevia Fatuae can direct you to the destination. You can also view a copy of the laws of Dagliano there as well as obtain citizenship papers (if you are not one already) and other myriad licenses should you require them.
