Dispel vs. active duration effects

There is some confusion as to how Dispel works against active effects with durations. It would be helpful to get a ruling on some or all of the following scenarios to better describe Dispel's intended effects:

1) Caster casts an earth blade (duration 10 minutes) on himself, and is hit with Dispel. Is earth blade removed?

2) Caster casts an earth blade (duration 10 minutes) on an ally, and then ally is hit with Dispel. Is earth blade removed?

3) Caster casts an earth blade ((duration 10 minutes) on an ally, and then caster is hit with Dispel. Is the earth blade removed? The RB states pretty clearly that it is not, but unfortunately the wording was vague enough that it led to conflicting interpretations of scenarios 1 and 2.

4) Caster begins an earth or magic storm (duration concentration), and is hit with Dispel. Is the storm spell ended?

5) Caster casts Repel (duration concentration) and hits a target that takes the effect. Caster is hit with Dispel. Is the repel ended?

6) Caster casts Repel (duration concentration) and hits a target that takes the effect. Target is hit with Dispel. Is the repel ended?

7) Caster casts a Sanctuary or Fortress (duration 10 minutes plus a physical requirement) on himself, and is then hit with Dispel. Does the Sanctuary or Fortress end?

8) Caster casts a Sanctuary or Fortress (duration 10 minutes plus a physical requirement) on an ally. Does the Sanctuary or Fortress end if the ally is hit with Dispel? If the caster is hit?

9) Someone has a limb that is stunned, another that has been "cut off" via three count, and is both tied up in rope and Entangled, as he is the victim of Redundanciel, fallen Paladin of common sense. Which of these conditions, if any, would a dispel remove?

An easy rule of thumb to use is that Concentration duration spells are still considered active effects on the person who is maintaining the concentration.

Repel should be considered an active effect on both the caster and the target.

Yes on both.

No.

A "concentration" spell is still an active effect, so yes.

5) Caster casts Repel (duration concentration) and hits a target that takes the effect. Caster is hit with Dispel. Is the repel ended?

6) Caster casts Repel (duration concentration) and hits a target that takes the effect. Target is hit with Dispel. Is the repel ended?
Yes, in both cases.

Yes.

If the caster is hit?
No.

Dispel should remove the Entangle and the Stun Limb as these are specific effects as defined in the rulebook. It should *not* remove the physical ties or the chopped limbs as these are not effects as the rulebook defines them.
