It's called:
Dial the number for the Police/Authorities and let them deal with it instead of some unqualified, amateur, and clumsy volunteers.

If it's super bad, 9-1-1

Treat it with the seriousness it deserves instead of blowing smoke up people's behinds and giving them a pass by "oh-no-banning" them.
 
To be clear, the new policy does not replace a criminal investigation in the event that a crime is committed. As such, we have added the following clarification:

“This policy is not a criminal investigation. If you are the victim of a crime such as sexual assault, we encourage you to contact the authorities.”
