    I just use a light tablespoon of filler in my packets when I make them. That tends to be the right amount. Also, not binding the packets as close to the filler as possible. Leaving a little space gives the packets a little give when they land, which generally makes them just that much safer.

    The section on high magic begins on page 134 of the current rule book. Page 135 has a very handy chart. Foresight, Formal Link, and Ritual Manipulation I would leave accessible to anyone with formals. Everything else I would restrict to having a 9th level spell purchased.

    Indeed. And you could easily gate the non-item creation high magic behind 9th level spells. I feel like that would be fair, myself, and would address any power issues about it that may be causing trepidation. Of course, we're just musing at this point. :cool:

    4 less than. With Read Magic, you can read scrolls level 1-4. With a first level celestial spell, you can read level 5 scrolls. My highbie has a celestial shrub (4, 3, 2, 1) so that she can read 8th level scrolls. Note that there are no 9th level scrolls.
