Work with HQ logistics first to verify this character is actually in the current database.. My guess is he was never copied over from an old version of the DB. I have old copies if Alex is unable to find him.

Correct but its not one or the other. If you had enough dragon stamps you could purchase a dragon blanket for the month and use event reimbursement to purchase available events.

In this case I would just buy the monthly Dragon blankets for months you listed. Both cases would net you a total of 4 blankets. If you obtain more then you could look at blanketing events within those months . Remember a weekend event is 12 dragon stamps you could buy 2 at 12 each which...
