[0.10] Playtest Packet v0.10

Good evening Alliance Playtesters,

I'm pleased to present Playtest Packet v0.10. It includes an Appendix that goes over major changes from the prior packet to help playtesters understand the changes from the prior version. This is for the Playtesting round which runs from January 15th through March 31st. If you attend a Playtest, your Playtest Coordinator can provide you with the Feedback Form link for this round once it becomes available.

To help keep things clear, if you start a new thread for discussion on an item from this Playtest Document, please add [0.10] at the start of the thread's subject line so we can all make sure we're talking about the same packet.

One comment that came up privately: To clarify, Spell Parry no longer requires nor expends a Parry when activated. I will update that in the packet in a few days (in case other comments come up as well that need updates).
