I am gathering information on the Mental Abilities in and around Hope's Reach. I urge all biata and stone elves, regardless of proficiency, to contact me privately at your earliest convenience. Thank you.

You might want to be a little bit more subtle/personal about finding out these sorts of things. Mental abilities are not simply a 'resource' like potions and/or scrolls. They are complicated racial 'gifts' in the true sense of that word as I'm sure you understand. But as such it might be better to reach out in a less 'general' manner...

Perhaps it sounded as though I was merely creating an inventory of those of us with Ability. This is not the case.
I am, of course, moving quietly through my own channels and contacting those that I know have the ability I seek in 'less general manners'. However, I would hate to miss out on any who would be willing to help because I had committed myself to the dainty dance of diplomacy.
