If I NPC at a Chicago game and get gobbies can I use them to blanket a PC that I haven't rolled in yet?
 
Yes, but that PC must be in a database somewhere, either Chicago or another chapter. Email both Chicago logistics and that PC's home chapter's logistics.
 
Yes sir. It's very easy to either make a new blank character to put your goblin blankets on or apply them to a different character that you're not currently playing. Just talk to the logistics person down there, who I believe is still Rob D (the guy who plays Kitauren) and he'll hook you.

Just be aware that different chapters have different rules concerning creating PCs and storing them. Most of the time, you need to pay the membership fee for that chapter. You can check the forums for that chapter or contact the appropriate person within that chapter for more details.
