Activating a MI on another person

When activating an MI on another person, do you need to be in contact with the MI itself, or just aware of its presence?
 
Rules-wise, you only need to be aware of it's presence (plus abide by any flaws specific to the use of the item). Mechanically, you need to have a short OOG conversation to let the player know you're activating their magic item, and that they do, indeed, have that item on them. Maybe you think you're activating their Life item that they "always" have in their pouch but it turns out "always" doesn't include "right now", maybe they already used it, maybe they dropped it, maybe someone picked their pocket, etc.

It's pretty much "you can use items on yourself, you can use items on other people, as long as you aren't being unsafe about it and you know that the items are there".

Additional notes:

- Just like any magic item, you have to have had the item IDed yourself or someone explain its use to you before you can use it. You can't just grab someone and blow all their magic items.
