Summary: This vote represents an update to the language we use surrounding a HOLD within our game

A rewrite of the Hold section (currently on ARB page 92) to involve clarification on the differences between Hold and Time Out. Exact text to be handled by Docs team, with oversight from ARC, but final text will include the call itself, stoppage of movement and game timers, indications of use for narrative description, trap resolution, battleboard holds, etc., as well as other end of encounter functions, as well as resolution by Lay On.

Vote: Update Hold Mechanic [PASS]
The following chapters voted for this policy: NEPA, Atlanta, Minnesota, New Hampshire, Gettysburg, Chicago
The following chapters voted against this policy: Crossroads, Wisconsin, Denver, Las Vegas

Synopsis of conversations: There was significant conversation back and forth about what type of language to ultimately use, while the for voices were mostly focused on creating a lighter version of the hold mechanic which would increase the narrative value of a game pause vs. a Hold for emergency purposes, while the voices against were surrounding the muddying of what a hold is.
