Synopsis of conversations: Arguments for included that the development of the list included preventing treasure policy violations, strange interactions with death and character systems, and unfavorable customer service consequences. Arguments against included concerns about large special rituals for plot not being able to be used without being a detriment to treasure as a restricted ritual (which was clarified to not be the case). Further concerns included the inclusion of Boost Duration causing a batch of LCO rituals in a chapter being unable to be held open for the inclusion of further LCO rituals from the same chapter in following gathers. Concern was raised about further limiting Local Chapter Only effects in the future.
