So I may just be over looking it in the rule book but I am curious if there are restrictions as to what types of armor a Rouge can wear.

There are no restrictions as to what kind of armor a rogue can wear, only the base armor maximum, which is 25 pts for a rogue.
You could totally wear some plate armor if you wanted to use that to get your rogue to 25 pts, however!
Also, you can use Wear Extra Armor to wear even more armor, if that's the route you want for your rogue.
