I noticed this post in the ARC section.

The owners have voted on and passed the following change:

Arrow packets no longer require a "tail" of ribbon or string. They must now be colored blue. Non-arrow packets may no longer be colored blue.

This rule is not a requirement until April 2, 2011. Between now and then it is optional; your local chapter may choose to allow non-tailed blue packets before then at its discretion. After April 2, arrow packets will be required to have no tails and be blue.

yes we'll be using the 'new' arrow rules for our event.

I noticed that on the SoMN website the donations describe arrows as being blue and having a 12" tail. The new rules say no tail. I would actually prefer no tail but i'll go with what you decide locally.
