PASS Atlanta Rules Proposal 2.0 to 2.1 Transition Plan

Summary: This vote sets the timelines for the transition from 2.0 to 2.1, and also confirms chapter rights to continue play with the latest 2.1 release or 2.0 during the transitional period. By this vote as of June 1st and moving forward all Alliance Fortannis based events will only utilize the 2.1 ruleset and supplemental rulebook/technology. Until June 1st chapters may choose to continue to run 2.0 games with all standard 2.0 rules, or the current planned 2.1 ruleset. If using 2.1 rules a chapter may allow for character XP rewrites (but not race changes), and may choose to optionally track deaths or not. If using 2.1 chapters must incorporate any 2.1 based updates which are passed via owner vote between now and 6/1/2023.

Synopsis of conversations: The timing conversation has been going on for some time with the question of if we were going to move forward with 2.1 and what that would look like on a reasonable timeline, or alternatively if 2.1 is headed in the wrong direction then the test periods should be pulled until a new packet which had more support could be furnished. In December the 2.1 reworked package (updated to address concerns given from the Alpha and Beta test periods, owners input, and the national rules teams deliberations) was upheld to continue on without further extending additional testing rounds. The date of June was set to give our supplemental teams (the ones creating the support materials) enough time to complete their projects in time for full release, while also making sure that chapters had the opportunity to run pre-live events at their choosing with the updated packet. The proposal received expedited support and there was no adverse commentary on the date chosen.
