Are barbarians required to speak poorly as per the rulebook? If so, what does it mean to speak poorly?

The "speaking poorly" comment should be taken as a roleplaying hint that they can interpret as best suits their particular character and tribe. There's no specific hard and fast rule saying what that means, because it will be different for each character. Some barbarians will simply speak more directly, while others might speak in grunts and hand gestures.

Not every bit of wording - especially those around roleplay (or "soft rules" instead of "hard rules") needs to be defined into a bright-line case. Sometimes a cigar is just a cigar :)
