Biata and Stone Elf mind abilities

Its not entirely clear from the text, can biata and stone elves use their mental abilities on their own minds, or just other people's? (ie. can I block, trap, or alter my own memories)

If they can, does that go for all of their abilities, or are there some they can and some they can't?
