[.11] Blocking "Spell" arrows

Personal- For perspective (and to give everyone some behind the scenes)- weapons (foam, latex, etc) and packets (cloth and seed) have two different sets of rules re valid targets and to an extent, hostorically, valid defenses. Back in the day, ribbons on packets made them effectively weapons. This was changed as a quality of life thing (quiver tangle was a real nightmare) several years ago. Traditionally, as weapon packets were only ever used for weapon attacks or the rare spell strike (which would be explicitly stated), this was mostly seamless.

A change was made in 2.0 to make certain things more explicit and to open up other combinations of deliveries, qualifiers, and effects to players. This clearly exacerbated the inconcsistency and exceptions specific to arrows/bolts (a packet that follows the weapon rules). We addressed this from the opposite direction with Strike (a weapon that follows the packet rules), which was intended to simply be a verbal queue originally, but was then expanded with Weapon Strikes, etc.

TL;DR- more incoming, but there are some “this is a weird interaction caused by something that was already broken when we got here, and now seems more clearly so.”
