If I did not attack but carried a staff in each hand, could I use both of them to block with? how about Staff and Shield?

You cannot carry two staffs, or even two staves.
You can only use the skill Two Weapons if one of the weapons is shortsword length or shorter.
Just like you can't block with two longswords or with a longsword and a spear, neither can you do so with two staffs. Or even two staves.
And of course since a staff is a two handed weapon, you cannot use one with a shield.
