Breaking a Jaw and Spellcasting!

Per page 90, under healing -

Body parts cannot be restored, regrown, or mended with “Cure” spells, potions, or elixirs, which only replenish lost Body Points. To restore a body part that has been withered, stunned, amputated or broken requires a Restore spell, a Life spell, or a resurrection. Breaking or removing a body part requires at least three seconds. You do not have to do a “three count” but you must role-play the breaking to make it clear what you are doing.

If I break a jaw, would this render someone incapable of making an incant?
 
If I remove your arm, you can't use it to wield a weapon, I assume.

Replace "break jaw" with "remove tongue." Since the rules state that removal is possible, it sorta infers that it has an actual effect, even if it doesn't explicitly state what that effect is.

Sure, but if you break it, there's not really any particular real world justification against my touch-casting with the hand. Having suffered breaks before, it's not like I couldn't use my hand, just not particularly well.

You are welcome to create your own interpretations for your own roleplay, but as a function of "what does the rulebook support/what are marshals expected to enforce", the rulebook makes no statements as to the result of breaking someone's jaw, much like "Can I break someone's spine to render them incapable of moving?" isn't a question whose answer can be supported in the rulebook. From an out-of-game perspective, I can certainly incant spells without using my tongue ("I grant you the power of a Magic Armor" certainly works.), or even without moving my jaw overly much. In general, players or even characters with speech impediments are not necessarily hindered in spellcasting. If you want to prevent someone from casting a spell, gagging them -is- supported by the rulebook (pg 103), but removing their tongue or breaking their jaw is not.
