Character's Build

So, if I want to retire my Seattle charater, and start a character based in NERO Oregon, can I send the build left over from the first chacter to the new character in Oregon?

ok, so, two ways to do it.

Transfer first, then axe for half build.

or axe for half build and form a loose character idea, and transfer.

I'd recommend the first way for simplicity's sake
