This spell allows the caster to control one
lesser undead for ten minutes. Tasks may not
involve anything a trained animal could not be
taught: “Guard this” is fine, but “Count all the
leaves on the tree” requires sentience and will
not work. This spell will also remove all Turn
Undead effects.

The description for the Control Undead effect seems to pertain only to undead of Mindless or Low Intelligence.

If it is used on a lesser Undead of normal or higher intelligence does it reduce them to only being able to follow simple commands, does it act more like a Charm effect, or somewhere in between?

As per our communication policy, please note that your question is currently being discussed by the ARC and once some clarification has been made, will be posted here (removing this post). Depending on the level of clarification and discussion (and potential involvement of the Owners or other national staff, if needed) this may take time.

Control Undead, when used on an Undead of higher than low intelligence, will force the affected Undead to become temporarily able to understand only simple commands. Assume that they "lose" their sentience while under a Control Undead spell.
