Defense of Pages Under "Point and Click" Attacks

I'd like clarification from Jesse as our chapter owner about Denver's local policy about defense of pages (and adult orange headband noncombatants) under the "point and click" attack system.

Example:

Ogre points at orange headband: "I kill you!"

Dame Katherine, standing nearby, wants to intervene in defense.

How do we handle that efficiently, and courteously?

I'm not Jesse, so this probably doesn't help, but the ARB's rule regarding pages says the person simply needs to "stand near the page and call out effects" (damage, spells, etc), assuming all attacks hit, which the page can react to, attempt to run away from, etc. It also states pages can not enter a battle... so I'm guessing it's more complex than simply pointing at a page from a distance and saying "Page, I kill you.", is it not? If not following the ARB's guidelines of calling spell effects and damage (without actually swinging or throwing packets), I imagine it would at least be a three-count.

That said, if you wanted to interrupt someone attempting to kill a page, you'd simply need to strike them, just like you'd do to interrupt a killing blow.
 
I'd be shocked if it was a three count to damage a page, I guess thats why its good we are asking for clarification. My guess as to how it works is that anyone that is close enough to a page where they COULD strike them with a spell or weapon can call damage/incant and all effects are assumed to hit. You cannot attack faster than normal so if you would be "machine-gunning/drum rolling" then you are going to fast. Personally, if I was playing as an NPC attacking a Page I'd attack slower than I would if I was actually attacking them, but certainly not three-count speed (that would take forever to kill someone). 4 Normal 1, 4 Normal 2, 4 Normal 3 seems silly to me at least.

To intervene in stopping attacks on a Page I'd imagine you need to prevent the NPC from being close enough to hit the page. If they want to bomb the page with spells there isn't much you can do IMO.
 
Note, I have no authority in the Denver chapter, but this is how I have seen Page Combat done in chapters I have played:

Firstly, a Page is determined to be a Page or Advanced Page at the beginning of the event. Regular Pages (typically reserved for small children, etc.) cannot enter combat situations in any way, whereas Advanced Pages can enter combat situations but cannot use/hold weapons of any kind. In a general sense, for everything I say onward, assume I am talking about Advanced Pages when I say Page.

If a person can get within reasonable range of an Page (around close enough to hit them with the weapon they are wielding), that person may call damage as appropriate at a normal speed, preceded by the word "Page" (ie: "Page, 5 Normal! Page, 5 Normal! Page, Prepare to Die 30 Slay!" etc.) and the Page will take that effect as appropriate. However, a person cannot attack the Page in this manner if there is anyone between him/her and the Page, so if people want to defend the page, they simply have to get in the way. It's a pretty simple system: Get close to the Page, call damage without actually hitting the Page, then stop if someone gets in your way.
 
Yeah that's what the ARB outlines as far as pages, tho I like the extra qualifier targeting the page specifically. As far as a 3 count, Graham, I was saying if we weren't using those kind of rules where you call damage and assume everything hits... it should at least be a 3 count to kill a page, similar to killing blows. Ie "page, I kill you one, page, I kill you two, page, I kill you three."
 
Officially, pages should be NOWHERE near battle, and MUST make every effort to be away from all combat situations.
In the event something sneaks up behind one, however, there is no three count. It is simply, "Page, I take you down." This puts them into bleed out at -1.
There is no defense for this as long as the attacker is roughly within weapon length for melee or a reasonable distance for a caster or archer. If a combatant is nearby, the NPC shouldn't be attacking the page anyway, and should be targeting the combatant nearby. Who is the more threat? The weaponless youth or the injured, or the skilled fighter with weapons in hand? NPCs are instructed to stay away from pages.
