If by no story you mean no story that would stand up to similar scrutiny on its own merits and no development of the player's character, then yes. If by no story you mean Doom, then no, it's a good deal better than that.

In regards to the story, I was actually surprised by how much it touched me. Maybe it is because I have been such an avid player of the previous ones and a certain event (Which I will not give away!) actually made me and quite a few others I know tear up. Of course it isn't horribly immersive, but it is touching.
