Discrepency in arrow/entangle ruling

In the recent ARC ruling about arrows and entangles, the answer said that untagged weapons can be used to cut people out of entangles.

According to page 117 of the rule book, under the Entangle description: The victim can be cut by someone using an edged weapon...

According to page 81 of the rule book, under the Weapon Tags description: Every weapon must have a tag that shows the weapon is in-game. (Exception to this rule noted in the next section on NPC Weapons)

Based on these rules, a weapon is only in-game if it is tagged. So the question is how can an out of game weapon cut someone out of an Entangle?

An appropriate untagged weapon physrep, as per the prior ARC clarification, is fine for the purpose of cutting Entangles.
