It really is more of a chapter question. Seattle dragons are very different from Oregon dragons. Oregon dragons under the current plot team are very different then Oregon dragons under the previous plot team. Seattle dragons have historically been pretty all over the map.

The average person on the street has never seen a dragon and will never see a dragon. Most currently playing adventurers have seen a dragon, and will likely see another. Several players will see many dragons. As was mentioned above, they might be able to shape-shift, so you wouldn't know if you were talking to one necessarily anyways.
A commoner has probably heard of a dragon, and probably has a rough idea of what one is. Same goes for things like gryphons, fey, or other powerful creatures. Very few people actually deal with them. If you want more specific information, there is a
lot of it you can get by asking around In Game.

That depends heavily from chapter to chapter. In pretty much all cases, assume that they're very powerful and live a very long time. Your average dragon is a big lizard type, ala D&D, Shadowrun, or common mythology. Most dragons are usually the 'lizard with bat wings' looking kind, but Chinese-style dragons and other types have existed as well. In game terms, combat with dragons has sometimes been represented in the past as multiple NPCs controlling different parts of a dragon; two with polearm claws, someone with big ol' head, someone casting magic, someone marshaling, etc.

individual dragon was doing. That doesn't mean that they were or weren't evil, just like many PCs aren't really 'good' or 'evil.' It is probably best to assume that, like most other creatures, they have personalities and goals that may or may not be objectionable to you.
