Elemental Runed Weapon, do you need to be able to read scrolls?

Do you need to be able to read scrolls and or cast the spell to be able to use this ability?

Duration: 10 LP, 1/LP
Ingredients: Melee Weapon, 7 Ore, 5 Leather,
4 Vellum
Rep: Melee weapon
While wielding an Elemental Runed Weapon a
character may Focus for 1 minute and expend
a single Elemental Bolt scroll. Immediately
after using any offensive martial or stealth
skill with that weapon, the wielder may make
an attack using the call “Elemental Strike
<Number> <Effect>” as appropriate to the
expended scroll. This effect can be applied up
to 3 times to a single weapon, but the
Crafting Material cost must be paid for each
additional charge.

You must be able to cast the scroll in order to charge the weapon, but any character who can use the weapon can swing the Elemental Strike.
