Enchanting weapons

I've been told i need to seek out a Formalist who can enchant weapons..i'd prefer to discuss in private what it is that i want for an enchantment, but i'm looking for it to be a permanent thing, not a temporary one. Can anyone give me an idea of costs for this? and whether or not skill or services would be acepted as part of the trade? *i can pay with coin, but i may not have the necessary amount in only monetary means*
