Glow-in-the-dark ink for scrolls

In the event that a player used glow-in-the-dark ink for scrolls, would that player still require a light source with which to read his scrolls?

If yes, can a player still be allowed to use glow in the dark ink as long as he wasn't trying to cheese-monkey his way out of requiring a light source?
 
Yes and yes. Glow in the dark ink for scrolls = cool, adds flavor! Using it to get around rules intention = not cool. So long as you're fulfilling the normal requirements for scrolls in all ways - light requirement, physrep size and readability, etc., the physrep can use glow in the dark ink, purple ink, green ink, or ink pulled directly from a squid.
