Goblin Stamps

The ALC would like a rule clarification for our Policies and Procedure manual we are currently working on;

Can you transfer goblin stamps to another player within the same chapter? Player A donates to a chapter and receives 500 goblin stamps, a few months later player B wants to blanket an event but has no goblin stamps can Player A give player B 60 of his so the event can be blanketed?

Rule Book [Page 147]:

Each chapter has its own policies about Goblin Points.

and

These Goblin Points are non-transferrable.

Does this refer to other chapters and/or among players in each chapter

This is a policy matter, not a rules matter. It has been forwarded to the Alliance GM and from there to the owners for consideration, but is not something which can be ruled on by ARC.
