Handedness vs. prerequisites

Hi Arc,
I just want confirmed clarification.

Lets say Joe the fighter has 4 profs; two profs for his left hand and two for his right. (So he swings 4 and 4). Now, having 4 weapon profs, is he able to buy an eviscerate, or must he have 4 profs in one hand in order to meet the requirement?

Prerequisites are not handed (e.g. 1 proficiency in each hand grants the ability to purchase a Slay).
