Item Ritual Limits and Flaws

Do flaws on an item count toward the ritual limit on an item?

For example:

A player creates a 20 ritual item and True Empowers one of the rituals adding a per/day effect to the item that lasts until the batch expires.

What happens?

Is there a difference between:

Flaw: Only Usable By <class>/<race>/<gender>/<eye color>/<whatever>

and

Flaw: 1/day Cloak Gift

For the purposes of the ritual limit?

There is a very high probability that this situation will occur for Oregon on the weekend of February 1 so a quick reply would be greatly appreciated. :)

This post is to inform you that your question is currently being discussed by the ARC and once some clarification has been made will be posted here. Depending on the level of clarification and discussion (and potential involvement of the Owners or other national staff, if needed) this may take time.
 
If a flaw duplicates a ritual effect (such as Cloak <X>, Bane <Y>, <Effect> per day or times ever, etc.) it must be counted against the 20-ritual limit of an item. Flaws which do not duplicate ritual effects will not count against the 20-ritual limit of an item.

Should any chapters have already put out items which violate this limit, we would ask that they work with their players to retrofit the items as needed. Otherwise they run the risk of the item not being allowed to transfer as it normally would (whether LCO or Restricted) at a minimum.
