I know there are one maybe 2 in Stonerest, both difficult to get to.

Do we know where all the publicly available libraries are and what the specialize in? Did they change when Bleak adjusted the world?

There is a library in the rebuilt brotherly cities in dwarfholme, I know it has many books on materials, and the librarian there is a researcher of runes should anyone be interested. The only other library I have been to is the one in the capital city, which I believe focused on history but I was really only looking for material research. While I haven't been there, if I remember correct one of the people we met said the capital of thorncryf had a library as well.

When last I looked a number of years ago, the library in Ravenswood contains little but it has a wealth of knowledge regarding healing, Earth magic, and the curing of diseases.
