Lock Picking

How is lock picking handled at Alliance Chicago, with it being illegal to own lock pick tools in Illinois without being a licensed locksmith?
 
Don't count this as an official response (@Kitaruen ?), but I don't believe we have any sort of established mechanic for it like the knot systems a couple other chapters use. There will be at least one locked box coming out of NPC camp next event. It's not a typical style of lock, though, so while it will probably require some sort of tool to open, it most definitely does not require actual lock picks.

In Illinois, it's only illegal if you have intent to commit a crime.

1 AN ACT in relation to criminal law.

2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4 Section 5. The Criminal Code of 1961 is amended by
5 changing Section 19-2 as follows:

6 (720 ILCS 5/19-2) (from Ch. 38, par. 19-2)
7 Sec. 19-2. Possession of burglary tools.
8 (a) A person commits the offense of possession of
9 burglary tools when he or she possesses any key, tool,
10 instrument, device, or any explosive, suitable for use in
11 breaking into a building, housetrailer, watercraft, aircraft,
12 motor vehicle as defined in The Illinois Vehicle Code,
13 railroad car, or any depository designed for the safekeeping
14 of property, or any part thereof, with intent to enter any
15 such place and with intent to commit therein a felony or
16 theft.
17 (b) Sentence.
18 Possession of burglary tools in violation of this Section
19 is a Class 4 felony.

I can't cite my sources for this at the moment but I've read before that possession of burglary tools can be used to establish intent to commit a crime in and of itself in Illinois, such that they're not technically illegal to own but they effectively are. I'd have to look it up again later when I have more time.
 
while lock picking tools may be illegal, dental tools are perfectly legal.

Jack is 100% correct. You should not encounter any locks in Chicago that are sophisticated enough that a set of dental tools won't be able to pick them.

In addition while we have no set alternate rules for lock picking suchas knotted ropes or puzzle boxes, they have been employed in the past.
