is there anything on the
dark elfs
 
There are National packets but most Chapters have packets/culture to their settings.
For Chicago the forums contain Dark Elves in Rathfall and Dark Elves in Gavaria(by Dutchy) for reference.

Costuming is just ears and makeup(dark grey, blue and purple) on all exposed skin.
